Home Instruction

The Hoboken Board of Education shall provide instructional services to an enrolled student whether a general education student in Kindergarten through grade 12 or special education student age 3 to 21, at the student's home or another suitable out-of-school setting.

Access for a general education student, when home instruction is due to temporary or chronic health condition, the parent shall submit a request to the school district that includes a written determination from the student's physician documenting the projected need for the student. The school district shall provide instructional services within five school days after receipt of the school physician's verification. The teacher providing instruction shall be appropriately certified for the subject grade level and special needs of the student pursuant to NJAC 6A:9, Professional Licensure and Standards. If instruction is delivered in the student's home, a parent or other adult 21 years of age or older who has been designated by the parent, shall be present during all periods of home instruction. Home instruction services for general education students are generally for five hours per week on three days.

For students with disabilities, the home instruction shall be consistent with the student's Individualized Education Plan (IEP) to the extent appropriate. Home instruction will also be instituted when a student with an IEP has a "significant change in program" and awaiting the new placement if the placement may not be immediately available. Home instruction services for special education students are generally 10 hours per week on three days.

Either for special education or general education students, other possible reasons for instituting Home Instruction are if a parent is mandated by law for an alternative education program for violations of NJAC 6A: 17-7.2 and 7.3, or a court order requiring the student receive instruction in the home or other out-of-school setting and if the student is placed on short or long term suspension for participating in education programs within the district
