General Procedures
The Special Services Department offers a wide range of programs for resident students who meet the criteria for eligibility for special education and related services. Criteria for eligibility are determined by the state and are encoded in the New Jersey Administrative Code (NJAC) 6A:14.
If you have concerns about your child's school performance and your child is enrolled in the Hoboken Public Schools, you should discuss your concerns with your child's teacher or building administrator. They may suggest a referral to the school's Intervention & Referral Services Team. This team develops and implements strategies for use in and out of the classroom in order to improve your child's performance. In some cases, the I&RS Team may suggest a referral to the Child Study Team for assessment to determine eligibility for special education. Decisions regarding evaluation are made by a team composed of teachers, CST members and the child's parents/guardians.
No assessments will be given without your consent.

If your child is evaluated and found eligible by the CST, a program will be developed for your child by the CST, school staff, and yourself; parents are an integral part of the IEP team. This program is reflected in an Individualized Education Program (IEP).
Any initial service or program will be implemented only with your consent.
Services and programs are provided in and out of the classroom by teachers who are certified by the state Department of Education to teach special education. It is always our goal to educate children, including those with disabilities, in the regular classroom setting by providing necessary supports and accommodations. In some cases, placement in a special class or a special school may be recommended.
Placement decisions are reviewed at least annually and eligibility decisions are reviewed every three years.
If your child attends a private or parochial school in Hoboken and you have concerns about your child's school performance, speak to your child's teacher or the school administrator. Services are provided in the non-public schools through an agency that the school system retains for that purpose.
